An EIN application can be possible without an SSN or ITIN under the IRS Form SS-4 instructions. For line 7b, the foreign or N/A entry applies when the responsible party has neither identifier and is ineligible to obtain one. Foreign citizenship by itself is not that test. The IRS application is free; paid preparation is optional.
Check online eligibility before choosing a route
The IRS sets both location and valid taxpayer-identification conditions for its online application. Do not decide eligibility solely from a passport, a U.S. LLC filing or a purchased U.S. mailing address. The SS-4 instructions distinguish online, fax, mail and international telephone applications.
Prepare the responsible-party information
Identify the actual responsible party and complete the form for the entity's circumstances. Do not borrow another person's SSN, invent an identifier or assume every foreign owner should enter the same answer. The general EIN guide explains the distinction between a responsible party and an authorized third-party designee.
Choose one application method
- Fax or mail: use the current IRS instructions and destination that match the applicant's circumstances. Keep a signed copy and transmission or mailing record.
- International telephone: available only under the IRS international-applicant location conditions. The caller must be authorized to answer the SS-4 questions and receive the EIN.
- Online: use it only when all stated conditions are met. If eligible, retain the assignment notice.
Do not submit duplicate applications through several methods to try to accelerate processing. Check the current IRS guidance for timing rather than treating a provider's estimated turnaround as an IRS guarantee.
After assignment
Save the EIN notice with the accepted formation documents. An EIN is a tax identifier: it does not grant immigration permission, approve a bank account or remove filing obligations. Continue with the banking application checklist and the Form 5472 assessment.
Optional application assistance
The IRS application is free. If you choose paid help, compare the package, authorization and current service terms; a provider cannot guarantee IRS processing.

Questions about this decision
Do I need an ITIN before applying for an EIN?
Not in every case. The Form SS-4 line 7b exception permits foreign or N/A when the responsible party does not have, and is ineligible to obtain, an SSN or ITIN. Check both conditions and the applicable application method.
Can every foreign founder obtain an EIN by telephone?
No. The IRS telephone route is limited to international applicants who meet its location conditions. Foreign citizenship alone does not establish eligibility.
